China's National Energy Administration is preparing to submit a stimulus plan for the renewable and clean energy industries to the State Council, Zhou Xi'an, an NEA director said Tuesday.
The plan has been in the making for more than a year, and is expected to include revised development targets for nuclear, wind and solar power, among others, to ensure that the country can achieve its commitment to increase power from non-fossil fuels to 15% of its energy mix by 2020. The State Council acts as the government's cabinet.
China aims to install wind-power generating capacity of more than 100 gigawatts and solar-power capacity of more than 20 GW by 2020, NEA head Zhang Guobao said previously.

Budding scientists eager to learn the importance and use of renewable energy sources can now turn to a 'renewable energy park' being set up by the government of Tamil Nadu state in south India, which will have gadgets on non-conventional energy sources and models.
State-owned Periyar Science and Technology Centre (PSTC) in association with Tamil Nadu Energy Development Agency (TEDA) will set up the park at a cost of Rs 1.2 crore.

owa announced funding for eight new initiatives that will focus on green energy. The Office of Energy Independence will put $1.39 million toward the projects which will benefit a variety of organizations statewide, with the funding coming from the American Recovery and Reinvestment Act. The projects are part of the state’s agenda of working toward an energy economy.
Funds will be spread through academic institutions, private businesses and state agencies. Awardees will provide cost share of nearly $1.5 million.

Greenvironment plc, with the support of its major shareholder Cheyne Renewable Energy Fund L.P., is launching a project financing fund. Final closing of the fund raising is expected by the end of this year with a target size of 20 million Euro.
The fund will directly invest into new cogeneration heat and power plants (CHP) established by GIV and utilising Capstone microturbine technology for electricity generation mainly from biogas. This innovative fund should offer investors an efficient way to invest in an asset class that has historically provided steady cash flows with tax advantages. The investment objective of the project financing fund is to provide a high level of total return with an emphasis on cash distributions.

Cow manure is being converted to energy at the first biogas cogeneration plant in the Ukraine. The facility, which is powered by 4,000 cows and a GE (NYSE: GE) Jenbacher gas engine, has recently completed nine months of successful operation at the Ukrainian Milk Company Ltd., located near Kiev. The new combined heat and power (CHP) plant is powered by a GE JMC 312 containerized cogeneration model gas engine and is able to substitute the equivalent of 1.2 million cubic meters of natural gas annually and, therefore, is projected to reduce the equivalent of 18,000 metric tons of CO2. Once converted into biogas, the manure from the cows produces 625 kW of electricity and 686 kW of thermal output.

Part of a $1 billion credit facility backed by the Export-Import Bank of the United States (Exim Bank) for Indonesia should be used to help develop clean energy projects such as geothermal power, a senior U.S. official said on Monday.
The U.S. Exim Bank announced in late June it had pre-approved 11 Indonesian banks to receive funds under the scheme, which aims to make credit available to public and private sector businesses under low or fixed-interest rates. U.S. energy major Chevron Corp is among firms that have bid for a geothermal power project in Indonesia, as the country seeks to boost erratic power supply and cut its greenhouse gas emissions.

International Finance Corp., the investment arm of the World Bank, is looking to invest around $300 million this year in the Philippine power sector, including renewable energy projects.
Jesse Ang, IFC resident representative to the Philippines, told reporters that IFC had invested around $900 million in the country in the past three years, with $600 million to $700 million going to the power sector.

Chilean power generator Colbun is planning to install more than 300 megawatts of new capacity using non-conventional energy sources over the next 10 years, local daily El Mercurio reported.
Chile's government wants 20% of the nation's energy coming from alternative power sources by 2020, including such sources as wind, solar, small-scale hydro and geothermal.
"The objective is to, by 2015, have new renewable energy sources that are competitive, and geothermal energy is at the heart of that strategy," Bernardo Larrain, Colbun's chief executive, was quoted as saying by the newspaper.

The European Union could obtain 92% of its energy from renewable sources such as wind and solar by 2050 while cutting carbon emissions by 95% compared with 1990, according to a report.
An extra €2tn (£1.7tn) worth of investment would be needed by the middle of this century but that could easily be outweighed by €2.65tn of fuel cost savings, argues Greenpeace International and the European Renewable Energy Council.
The report, Energy (R)evolution: Towards a fully renewable energy supply in the EU, claims a mixture of existing technologies plus the widespread adoption of electric cars and demand reduction initiatives would allow a dramatic change in energy requirements without a huge reduction in quality of life.

The Conservative government is spending $240,000 to conduct polls on how Canadians feel about green energy while renewable-energy producers complain their industry is in jeopardy because it lacks funding.
Documents obtained by The Canadian Press indicate that Natural Resources Minister Christian Paradis recently signed off on a plan to conduct extensive public-opinion research on issues ranging from the clean-energy economy to the Energy Star symbol seen on household appliances.
The plan was finalized in the weeks after the federal budget, which had raised the ire of environmental groups for what they perceived as a paltry level of funding for green-energy projects.
