Business Tax Credits for CHP Projects Proposed in Texas
A bill filed in the Texas Legislature at the behest to the WADE Cogeneration Industries Council would add language to the state Tax Code creating a business tax credit deduction for combined heat and power (CHP) projects. The tax deduction would be equal to the existing deductions currently available for wind, solar and clean coal energy projects. The bill, HB 2500, defines a CHP project as one that provides the sequential generation of power and thermal energy with an overall efficiency of energy that exceeds sixty percent, and the bill language is written to include thermal energy storage systems (TES) and waste heat to power (WHP) systems as being a CHP project and therefore also qualifying for the tax credits.

The tax credits authorized by this bill may be significant. The State of Texas would allow tax credits for CHP projects to be computed in one of two ways: (1) the total cost of the system may be deducted from the company's taxable capital; or, (2) 10% of the system's cost may be deducted from the company's income. Both taxable capital and a company's income are taxed under the franchise tax, which is Texas's equivalent to a corporate tax.

The Texas Legislature convenes for only 140 days every two years and the current session is scheduled to end June 1, 2015. Hearings on the bill have not yet been scheduled but are anticipated to being in April. This bill will be a topic of conversation at the upcoming WADE DistribuGen Conference and Trade Show for Cogeneration/CHP 2015. Capstone Microturbines to Convert Biogas Into Heat and Power for Irvine Water Recycling Plant

Irvine, USA - Capstone Turbine Corporation, the world's leading clean technology manufacturer of microturbine energy systems, announced today that it received an order to upgrade the Irvine Ranch Water District's Michelson Water Recycling Plant in Irvine, California with five C200 microturbines.

Regatta Solutions Inc., Capstone's distributor in California, secured the order, which is expected to be commissioned in early 2016. Once commissioned, the microturbines will cleanly and effectively operate on the biogas, or "green waste", produced on-site from digestion of biosolids.

Capstone to Upgrade Top Northern California Brewery With Two C1000 Microturbines

USA - Capstone Turbine Corporation, the world's leading clean technology manufacturer of microturbine energy systems, announced today that it received an order for two C1000 microturbines to upgrade a top Northern California brewery.

Regatta Solutions, Capstone's distributor in California, secured the order, which is expected to be commissioned later this year.

Two Capstone C1000 microturbines will replace the aging natural gas fuel cells currently powering the California brewery. Capstone microturbines can seamlessly meet changing facility demands and are flexible enough to allow for irregular daily load profiles, which effectively maximizes efficiency and reduces operating costs.

Canada - The new natural-gas powered Shepard Energy Centre is fully operational, Enmax announced on

"The facility is the largest of its kind in the province and an important step in Alberta's transition away from aging coal-fired generation facilities," Enmax said.

It uses combined-cycle technology that has two combustion turbines to generate electricity while making use of waste heat through a steam turbine for extra power production.

Tecogen Sells Two Ultra InVerde Combined Heat and Power (CHP) Systems to North Central New Jersey School District

USA - Tecogen® Inc. today announced the sale and delivery of two INV-100 Ultra InVerde® combined heat and power (CHP) units to provide domestic hot water and space heating to a school district located in North Central New Jersey. The sale, through a regional office of a multi-national Energy Services Company (ESCO), is part of a comprehensive energy savings project for the school district. The units will be installed separately, one in a middle school, the other in a high school.

The units will provide each school with backup power in the event of an outage and are equipped with Tecogen's patented low emissions system, Ultra, which exempts the units from requiring state air permits and the related obligations (regular third party tests, etc.).

Domestic On-site Solar Fund Backed by Big Google Investment

USA - With major backing from Google, California-based SolarCity has created a fund which is expected to finance $750 million in residential solar power generation projects.

Google has committed $300 million to the new fund-its largest renewable energy investment to date. The new fund is the largest of its kind ever created for residential solar power, and the second such collaboration between the two companies.

The Google deal is structured as a tax-equity transaction. Renewable energy projects are entitled to various tax benefits, including a credit for 30% of the installed cost of a solar system. However, companies, such as SolarCity, often can't use the credits and provide them instead to tax-equity investors such as Google.

New Biomass CHP/District Heating Plant for Nokia, Finland

Nokia, Finland - A new biomass-based combined heat and power (CHP) plant is to be built in the town of Nokia,

The €45 million ($48 million) project, to be undertaken by special-purpose power firm Nokianvirran Energia, will produce power and process steam for both tissue manufacturer SCA Hygiene Products' paper mill and Nokian Renkaat's tyre factory, as well as district heat to be distributed by utility Leppäkosken Lämpö.

"This investment will especially improve the price competitiveness of district heat compared with other heating methods," said Juha Koskinen, managing director of Leppäkosken Lämpö.

UK's Largest Biomass Combined Heat and Power (CHP) Plant Opened on Tullis Russell Site

UK - Constructed and operated by one of Europe's leading renewables' operators, RWE, the state-of-the-art plant replaces the former 1950's coal and gas fired CHP power station on the site of premium paper and board manufacturer Tullis Russell. It represents a reduction in fossil fuel related carbon dioxide emissions by around 250,000 tonnes per annum, delivering a major contribution to the UK's renewable energy generation targets.

The Markinch Biomass CHP Plant has also supported the safeguarding of 500 jobs at papermakers Tullis Russell, which has been a major employer in Fife for 206 years.

Ewing Dedicates RWE Innogy's 65-MW Biomass CHP Plant in Scotland

Scotland - Scottish energy minister Fergus Ewing today officially opened RWE Innogy UK's 65-MW biomass
combined heat and power (CHP) plant in Fife, which replaces a coal- and gas-fired station built in the 1950s.

Over GBP 200 million (USD 304.5m/EUR 276m) have been invested in the Markinch CHP plant, and the Scottish government has provided a GBP-8.1-million Regional Selective Assistance grant. Construction kicked off in 2009 and was concluded in 2014.

On-site Power for the Eiffel Tower

Paris, France - The iconic Eiffel Tower in Paris is embracing the full gamut of on-site power options as it seems to reduce its environmental impact. Urban Green
Energy has been contracted to perform a major renovation and upgrade to the tower's first floor, with on-site wind power, solar panels and heat pumps to be deployed.

The Société d'Exploitation de la Tour Eiffel has given the go-ahead for UGE to install the first of which is a pair of VisionAIR5 wind turbines as part of the City of Paris Climate Plan.

Alstom to Supply FGD for Lodz Coal-fueled CHP Plant

Poznan, Poland - Veolia and Alstom have signed a turnkey contract for the construction of a complete Flue Gas Desulphurization (FGD) plant, which will treat flue gases of 2 OP130 and 3 OP230 steam boilers of station numbers K1, K2, K3, K6, K9 at Veolia Energia Lodz SA coal-fueled combined heat & power plant (CHP 3). Completion of the desulphurization plant is due early 2017.

This order comes almost one year after Veolia and Alstom signed a contract for another desulphurization plant at Poznan. The plant at Lodz will use a six-module NIDTM of the same type as the four-module NIDTM being currently erected at Poznan. This will provide unique benefits in terms of operation and maintenance.

Tasmania's Flinders Island Cutting Diesel Generation Imports

Australia - The majority of Flinders Island's energy needs are to be supplied from renewable energy resources within
two years, according to an announcement from Hydro Tasmania, which says it will soon start work on developing a 'Hybrid Energy Hub' on Flinders Island.

Supported by up to A$5.5 million funding from the Australian Renewable Energy Agency (ARENA), the A$12.88 million ($10 million) Flinders Island hybrid system will be capable of displacing up to 60% of the annual diesel fuel used on the island to generate electricity.

US Group Plans $100bn in Indian Decentralised Energy Investment

India - Citigroup plans to lend, invest and facilitate deals worth $100 billion by 2025 to support projects involving renewable power, energy efficiency and sustainable transportation opportunities, Chief Executive Officer Michael Corbat said in a speech in New York.

The investment is strategically based around a market for decentralised renewable energy in India predicted to be worth more than $150 million by 2018, while around 5 million residential solar systems are predicted to be sold in the country between last year and 2018, according to a new report.
